Ann Schneider

Chair | Ann L. Schneider and Associates LLC

Dr. Ann Schneider chairs the IACT Board, supporting the Alliance's mission to strengthen energy, economic, and environmental security by reducing transportation emissions across Illinois. She brings nearly four decades of experience in transportation policy, public finance, and infrastructure delivery.

Ann served as Illinois Secretary of Transportation, where she elevated freight and multimodal planning as state priorities and advanced workforce development in under- represented communities. She was the inaugural chair of the National Freight Advisory Committee at the U.S. Department of Transportation.

As a transportation policy consultant, Ann has helped public and private sector clients secure more than $357 million in competitive grant funding, including federal awards for zero-emission vehicles and charging infrastructure. She has led EV readiness planning across Illinois with a focus on alternative fuel industry development, workforce readiness, and transitioning public fleets to zero-emission technologies.

Marcy Rood worked for Clean Cities at the U.S. Department of Energy (DOE) in Washington, D.C., from 1995 to 2008. She currently manages an Argonne National Laboratory team of experts supporting DOE’s Technology Integration program and the Clean Cities Network in a number of areas.

James O'Brien

Treasurer

Jim’s focus is on chemical safety and technological risk. With degrees in chemistry and business administration, he managed emergency response and prevention, occupational safety, and toxics risk assessment at the Illinois EPA for 20 years. He later worked on projects for FEMA, the U.S. Army, the American Petroleum Institute, the National Institutes of Health, U.S. Grains, the Green Buildings Initiative, the American Lung Association, and the Illinois Fire Service Institute.

Dean Alonistiotis serves as Chief of Staff to Illinois State Representative Kimberly DuBuclet, where he leads the development and execution of the office’s community and external engagement strategy. In this role, he works closely with public and private stakeholders across Cook County to build partnerships, advance policy priorities, and drive meaningful collaboration.

Throughout his career, Dean has worked across both the public and nonprofit sectors in a range of roles focused on community engagement, economic development, and government relations. His work centers on connecting community voice with policy and investment decisions, ensuring that public initiatives deliver measurable outcomes for the communities they are intended to serve

Bailey Arnold is an environmental science, health, and sustainability professional, currently serving as a Director of Healthy Air Solutions with the American Lung Association in Illinois. He holds a Bachelor of Science in Geography and Environmental Studies from Illinois State University and an Associate of Arts with Honors in Architectural Construction Technology from Lincoln Land Community College, where he studied architectural design and green building practices. Since joining the American Lung Association in 2015, Bailey has worked in a grant and project management role, focusing on the adoption of low-carbon transportation fuels and technologies, biobased alternatives, and green building practices. He also serves as the Program Director for the B20 Club of Illinois, B20 Club of Indiana, and Biobased Academy.

As the Clean Transportation Program Director for the City of Chicago’s Department of Transportation, Samantha is responsible for developing and implementing policies, programs and projects that reduce emissions from the transportation sector and assist in achieving the City's sustainability goals.

Ken has 30 years of experience in fleet services with the Village of Oak Park, IL. After 25 years as a fleet technician, he has been serving as Superintendent of Fleet Services for the past 5 years where he is responsible for 250 pieces of equipment.

Rich DeBoer

Rich DeBoer

Board Member | Ozinga Energy

Rich DeBoer has 44 years of experience working in fleet management and fleet maintenance. In 2011, he began working with heavy duty alternative fueled vehicles, primarily compressed natural gas vehicles. Rich is now building and maintaining a network of compressed natural gas fueling stations.

Tim Milburn is a Founding Partner for Green Ways 2Go since 2011 with over 30 years of experience in managing people and projects in a range of energy and environmental industries, actively supporting alternative fuel technology adoption and deployment in the field. In his work, Tim provides information, resources and recommendations for municipalities and other local governments related to transportation electrification. Tim also is a Project Advisor for the Metropolitan Mayors Caucus EV Readiness program, where he develops extensive research and collateral in collaboration with the Caucus.

Tracy Murray is the treasurer of Historic Pullman Empowerment Organization and City of Chicago, BACP’s Chi-Business Center Coordinator at Calumet Area Industrial Commission-CAIC located in Pullman. Tracy is rooted in the community where she is committed to bringing resources to the community. Tracy is one of the volunteers for Illinois Green Alliance as a Sustainable Facility Mentor and LEED GA certified.

True is a manufacturer and conversion specialist for CNG and LPG alternative bi-fuel systems. Previously, he served as Sr. VP, Creative Director/Events with DaimlerChrysler responsible for communicating the DNA of the Chrysler, Jeep and Dodge brands. Lynn is an advocate of creativity, innovation and communicating company culture and mission as a formidable brand asset.

Elbert Walters III

Elbert Walters III

Elbert “Bert” Walters III, is the Executive Director of Powering Chicago, a labor management cooperative by and between the Electrical Contractors Association of Chicago and the Union International Brotherhood of Electrical Workers Local Union 134 (IBEW 134) promoting the benefits of using union skilled labor. Elbert served as a Business Representative for the International Brotherhood of Electrical Workers, Local 134 where he partnered in representing nearly 12,000 electricians in the Chicagoland region. Elbert started his career as an electrical apprentice in April 1999 where he received the Apprentice of the Year award. Within the I.B.E.W., Elbert serves as the Commander and Adjutant for the American Legion Electrical Post 769 and board member of the Electrical Workers Minority Caucus. Elbert previously served as a member of the Electrical Joint Arbitration Board and as a member of Chicago Building Trades Council. Mr. Walters, was also an appointed member of the Illinois Prevailing Wage Council and served as Secretary of Labor Brothers United (LBU), a group of Union officials dedicated to closing the gap between union labor and community. Elbert’s dedication to the union and his community is evidenced by his commitment and involvement in establishing and hosting the Dr. Martin Luther King Jr. Community Breakfast and coordinating union electrical volunteers for the Rebuild Together Chicago Metro Day of Service, which provides needed upgrades to disadvantaged communities throughout the Chicagoland area. Elbert is dedicated to professional development and a recent graduate of DePaul University’s, three-year, Labor Leadership Program.

After obtaining a college degree in radio, TV and film John was A.V. Director for a school district. John went to Saudi Arabia to start up media facilities as well as produce and direct video for the Saudi Navy. Back in the United States John started his own computer company, ran a non-profit media company and then his own media production company.

Matt is the Director of Integrated Powertrain Sales at International (International Motors), where he leads the North American go-to-market strategy for the all-new S13 Integrated powertrain. With over 25 years of experience in transportation, including leadership roles at Cummins, FCA, DaimlerChrysler, and Chrysler, Matt brings deep industry insight into how advanced technologies can drive sustainable, real-world solutions for fleets. He’s known for bridging the gap between engineering and customer needs to accelerate clean powertrain adoption. Prior to his current role, Matt held senior positions at Cummins where he helped drive adoption of cleaner, more efficient technologies across commercial vehicle fleets.

Lawson Riley Fanning

Lawson Fanning serves as the Operations Manager: Transit & Facilities for the City of Decatur, where he leads transit operations, fleet management, and facility oversight while advancing innovative and sustainable transportation solutions.
Born and raised in Illinois, Lawson built his career from the ground up in diesel mechanics and fleet operations. His hands-on experience gives him a practical, results-driven approach to managing complex public fleet systems and infrastructure.
He has played a key role in transitioning Decatur’s transit fleet to B20 biodiesel—earning the City recognition as a member of the B20 Club of Illinois—and led the deployment of the first Level 3 EV charging infrastructure in Decatur’s urban core. His work continues to position the City as a leader in clean transportation initiatives across the region.
Lawson is also a proud father of three daughters, who inspire his commitment to building a cleaner, more sustainable future.

Forest Preserve District of DuPage County

Daniel Hebreard was elected at-large to the Forest Preserve District's Board of Commissioners in 2018.

President Hebreard is a lifelong DuPage County resident. After earning a bachelor’s degree with honors in parks and recreation management from the University of Illinois at Urbana-Champaign, he worked for two local recreation departments before joining the Forest Preserve District of DuPage County as a ranger in 2005. While at the Forest Preserve District he earned a master’s in business administration from Benedictine University.

He and his wife, Donna, have two children and live in Woodridge in a home powered entirely by solar energy. Dan also drives an electric car. He looks forward to bringing more solar-powered amenities to the forest preserves and developing trail connections that will make it easier for residents to access and enjoy the preserves.

Eleftheria (Ria) Kontou is an assistant professor in Civil and Environmental Engineering at the University of Illinois at Urbana-Champaign. Her research focuses on sustainable electrified transportation systems planning. Dr. Kontou has received grant funding from the U.S. Department of Energy and the Illinois Department of Transportation to study electric vehicle charging infrastructure siting and management.

Sarah Mark is the Fleet and Facilities Manager for the City of Moline, IL.  The scope of Sarah’s responsibilities includes asset acquisition, maintenance, capital improvement, and data and cost-benefit analysis. In addition to managing the City’s rolling and fixed assets, Sarah has taken a personal interest in identifying and implementing sustainability efforts into day to day operations. One such special interest is the use of alternative fuels, specifically B20 biodiesel. Sarah has presented many times on the City’s successful use of B20 biodiesel, including presenting at the International Biofuels Conference in Medellin, Colombia in 2019.  Outside of the office, Sarah is an amateur photographer who enjoys taking outdoor pictures as well as family photos.

Brandon Rick is the Fleet and Sustainability Manager for ADM Trucking, the private fleet of Archer Daniels Midland (ADM), where he oversees more than 500 Class 8 tractors and 1,400 trailers while leading the organization’s transportation sustainability roadmap. A key driver of alternative fuel adoption, Brandon successfully led the conversion of 50 Class 8 trucks to run on B100 biodiesel, advancing lower-emission operations within ADM’s fleet based in Decatur, IL. With over 20 years of experience spanning transportation, operations, accounting, sales, and law enforcement, he brings a well-rounded perspective to fleet optimization and environmental impact reduction. During his 14-year career at ADM, Brandon has held several leadership roles, including Global Lead for Strategic Transformation and Continuous Improvement and Accounting Controller for the Transportation segment, contributing to initiatives that support ADM’s goal of reducing transportation greenhouse gas emissions. A graduate of Millikin University with a degree in accounting and proud member of Tau Kappa Epsilon fraternity, Brandon is committed to driving sustainable, efficient, and forward-thinking transportation solutions.

As an avid outdoorsmen, Mark’s interest in IACT stems from his desire to preserve and protect our natural resources through a combination of simple and technological solutions. Upon graduating from law school, Mark worked in the Legal Department of Broadwind Energy, a publicly traded company (BWEN) focused on wind energy development. Mark currently represents dozens of units of local government in the Chicagoland area and his legal practice focuses on municipal and local government law, corporate law, non-profit corporate law, and real estate as the head of the firm’s real estate practice. He also represents start-up companies in the green energy and technology space.

C. John Schwab has been a leader in clean transportation since launching one of the nation’s earliest alternative fuel vehicle conversion businesses in 1981. A founding member of Chicago Area Clean Cities, he has served on the Boards of Directors for both Chicago Area Clean Cities and the Illinois Alliance for Clean Transportation (IL‑ACT). Schwab remains deeply involved in advancing natural gas technologies, including extensive work in CNG refueling station development across Illinois

She collaborates in event planning, manages the Coalition’s membership drive, and collects and reports data for the quarterly regional Alternative Fuel Price Report. Additionally, she keeps our stakeholders informed with weekly industry and coalition news e-blasts.
